The Cartel
The EC found that Tompla, Hamelin, the Mayer-Kuvert network, GPV (and its subsidiary in the UK, Heritage Envelopes Ltd.) and Bong participated in an anti-competitive agreement in the markets for catalogue and special-printed envelopes. The cartelists artificially inflated the envelopes prices, agreed on sales volumes, allocated customers and coordinated their responses to tenders by major European customers. They mostly supplied to stationary distributors and large companies in Denmark, France, Germany, Norway, Sweden and the United Kingdom.
